Sarah Tudor is a senior leader and professional consultant with over 20 years’ experience across higher education, workforce development, and organisational change. She works with Further and Higher Education institutions, awarding bodies, professional and regulatory organisations, and employer-engaged education providers, supporting education strategy, quality, and sustainable growth.

Sarah brings extensive experience in:

  • Academic and organisational leadership, having held Provost, Executive Dean, and Director-level roles across complex education environments
  • Office for Students (OfS) regulation and quality assurance, supporting institutions to interpret and implement regulatory requirements in practical, enhancement-led ways
  • Change leadership and organisational development, including large-scale academic restructuring, role and operating model redesign, and culture change
  • Curriculum, portfolio, and workforce development, spanning higher education, work-based learning, and degree apprenticeships
  • Employer and stakeholder engagement, building partnerships that align educational quality with workforce and skills priorities

Her leadership experience includes institution-wide academic and organisational restructuring, curriculum and portfolio development, and the design of inclusive education models aligned to learner and employer needs. She has led data-informed strategies to improve progression, employability, and the student experience across diverse student cohorts.

Sarah has also led employer-engaged education initiatives, including work-based learning and degree apprenticeships, generating significant commercial income, and has contributed to national policy discussions through advisory roles with the Department for Education. She is an expert in higher and degree apprenticeship design, development and delivery.
